On Saturday, September 27, 2025, officers of the Cumberland Police Department responded to the 200 block of Valley Street for a suspicious vehicle.  Officers contacted the operator who was identified as Harley Lloyd.  Police learned that Lloyd had two active bench warrants through the District Court of Maryland for Garrett County.  The warrants were issued as the result of Lloyd failing to appear in court on original charges of CDS: Possess-Not Cannabis and CDS: Possess Paraphernalia.  Lloyd was arrested and found to be in possession of suspected fentanyl and methamphetamine. He was issued two criminal citations for drug possession and later seen by a District Court Commissioner for a bond hearing.  At the conclusion, Lloyd was released on his personal recognizance.
