A caller to the Dave Norman program decried the appearance of individuals in downtown Cumberland walking about without a shirt or shoes. WCBC reached out to City Administrator Jeff Silka on the issue, asking if there was in fact a dress code for downtown. Silka said an ordinance such as that would be difficult to enact…
“That would be a really hard law to enforce because its public streets. And it’s not obscene. Not having a shirt on – you can go to a beach and have no shirt and no shoes but you can’t go into a building. But as far as being outside, it would be difficult I would say to regulate that from a public perspective.”
He also said it would not be a quick response from law enforcement…
“The levels of escalation for a 911 or a police call – if that comes in, it’s going to go to the bottom of a priority list.”
