On Friday, November 21, 2025 at approximately 3:20 PM, officers of the Cumberland Police Department responded to the 600 block of Columbia Avenue for a subject shouting for help.  Police contacted the alleged victim who reported that she had been assaulted by Andrew Riggs.  Officers observed that the victim had sustained injuries. After further investigation, Riggs was placed under arrest and transported to police headquarters.  He was later seen by a District Court Commissioner and remanded to the Allegany County Detention Center without bond.
