On Monday, October 13th, 2025, the Cumberland Police Department arrested Joseph Henry Dowell, 61, of Cumberland MD. Dowell was arrested on an active Arrest Warrant issued by the Allegany County District Court for an incident that occurred on October 12th, 2025. During that incident, officers with the Cumberland Police Department responded to a residence in the 300 block of Fayette St for the report of an assault. Upon arrival, officers contacted a female victim who advised she had been assaulted by Dowell inside the home. The victim advised they had been struck in the face multiple times and also choked, which caused visible injuries. The victim was able to get away from Dowell and locked themselves in another room to call police. Dowell fled the scene prior to officers arrival on scene. As a result, an application for charges was submitted with the District Court and a warrant issued for Dowell's arrest. Dowell was taken before a District Court Commissioner for an Initial Appearance where he was remanded to the Allegany County Detention Center. He is currently being held without bond.
