On Monday, January 5th, 2026, an officer from the Cumberland Police Department was conducting a routine foot patrol of the George Street Parking Garage. During the patrol, the officer encountered a male individual, later identified as Frank Nicol Sr, sleeping in an area that is clearly marked "No Trespassing". As a result, Nicol Sr. was issued a criminal citation and released from the scene pending trial.
