On Wednesday, April 30, 2025, Officers of the Cumberland Police Department were patrolling in the area of George Washington's Headquarters when they observed several individuals violating civil ordinances. As a result, David Mullen and Jon Coniglio were both issued civil citations for possession of an open container of alcohol. Additionally, Mullen was issued a civil citation for setting up bedding outdoors within the park. Both Mullen and Coniglio were released on the scene. 

Arrest: David Allen Mullen, Age 60, Cumberland, Maryland.
Charges: Open Container Violation, Camping Violation. 

Arrest: Jon C Coniglio, Age 53, Duncansville, Pennsylvania.
Charge: Open Container Violation.
