Republican Delegate Gary Howell of Mineral County has been selected to chair the Council of State Governments Southern Office committee on Economic Development, Transportation, and Cultural Affairs.  Howell also serves as Chair of the West Virginia House Economic Development committee. Howell told WCBC how the committee, that includes 15 southern states, learns from others across state lines…
