The Pennsylvania state house in Harrisburg is empty until lawmakers return from their summer recess in early September. The legislators were supposed to have a state budget passed by June 30, but the Senate and House have yet to come to an agreement on a spending plan for the Commonwealth. In 2023, it took until December for the state to pass a budget. Meanwhile, those agencies that rely on state funding are waiting and tightening their financial belts.
