Queen City Drive Traffic Stop Results in Arrest

On Monday, October 27th, 2025, Officers with the Cumberland Police Department observed a silver Mitsubishi fail to stop for a red light in the area of Queen City Drive. A traffic stop was initiated on the vehicle and contact made with the three occupants. During the course of the stop, a police K9 was utilized to conduct a free air sniff of the vehicle which alerted positively to the presence of CDS. During a subsequent search of the vehicle and its occupants, John Phillip Blank, 29, of Cumberland MD, was found to be in possession of a quantity of CDS paraphernalia. For the offense, Blank was issued a Criminal Citation and released, pending trial in District Court. Also, during the course of the stop, a second passenger was observed throwing refuse on the ground. When questioned, the subject initially provided officers with a false name and DOB. It was later learned that the male's true identity was Rickie Louis Young, 24, of Baltimore MD. As a result, Young was placed under arrest and transported to Police Headquarters for processing. He was taken before a District Court Commissioner for an Initial Appearance where he was later released on his own recognizance.

CHARGES -  False Statement, Littering.
