“They give everybody in the department a big raise, they hire more workers, they do this, they do that. Then, they come back and say well it’s just not supportable with the people who utilize the service. So their solution is not to say, gee, we’re not getting enough of this activity –maybe we should cut back on our government expenses, their solution is to say we’re going to quadruple the fees.”
