On Tuesday, April 16th, 2024, the Cumberland City Police arrested Carlos Manuel Barbosa, 41, of Waynesboro PA. Barbosa was arrested on an outstanding Arrest Warrant issued by the Washington County District Court for an incident that occurred in Hagerstown MD. The warrant alleges that on December 23rd, 2023, Barbosa entered a Pilot Travel Center on Halfway Blvd, assaulted a staff member, and stole 19 cartons of cigarettes valued at more than $2,000. On this date, Barbosa was taken before a District Court Commissioner for an Initial Appearance where he was remanded to the Allegany County Detention Center. He is currently being held without bond.
