West Virginia Proposes Home Base Initiative

January 6th, 2026 by WCBC Radio

West Virginia Governor Patrick Morrisey introduced a legislative proposal to establish a home base initiative fund for renovations and repairs to existing state properties This would expand the capacity to treat children in West Virginia instead of sending them out of state. Morrisey reiterated a key focus of his administration is bringing West Virginia children home and reducing reliance on out-of-state placements “The goal is to take that revolving fund as you put money in to refurbish the facilities and you bring people home, we think we can actually save money as a result, and then we can reinvest it back into the program with the goal of eventually eliminating out-of-state placements.  As you have reductions in those out of state placements, that’s more money for investment here in West Virginia.  It allows us to build up that workforce capacity.”
