Negotiations to secure a developer for the 19 Frederick Street building have broken off- and city officials now plan to start from scratch by way of a new request for proposals.The Cumberland Economic Development Corporation issued a request for proposals from developers last September and received 23 letters of interest laying out ideas for the building. One proposal ultimately emerged as a front runner with plans for a beverage and hospitality related business.
