Some public school systems across Maryland are making the decision to not require struggling students to repeat a grade in the fall due to challenges presented by the pandemic. Allegany County School Superintendent Jeff Blank tells WCBC News that rather than holding students back, the plan is to give them extra time and individualized instruction plans.
