On December 9th, 2022 at 3:00 am officers of the Cumberland Police Department responded to the 40 block of Grand Avenue for a reported disturbance. Officers arrived on scene and spoke with a victim and learned that an assault had occurred. The victim advised officers that Samantha Phillips had strangled them and threw them to the ground. As officers attempted to contact Phillips, she fled the residence and after a brief foot pursuit Phillips was placed under arrest. Phillips was taken before a District Court Commissioner where she awaits her initial appearance.
Arrest: Samantha Marie Phillips, age 23, Cumberland Maryland.
Charges: Assault 1st Degree, Assault 2nd Degree, Obstructing and Hindering, and Disorderly Conduct.
