On July 7th, 2020 officers of the Cumberland Police Department responded to a Baltimore Street address for a reported assault. Officers arrived on scene and spoke to two victims and several witnesses to the assault. Through the officers investigation they reviewed video evidence and observed Samuel Ray Howsare to have two victims pinned against a wall restricting their freedom of movement, and him to be loudly yelling at them. Howsare was placed under arrest and taken before a District Court Commissioner where he was released on his own Recognizance.
Arrest: Samuel Ray Howsare, age 46, Frostburg Maryland.
Charges: Two counts of Assault Second Degree, two counts of False Improsonment, two counts of intoxicated endangerment, Disorderly Conduct, Disturbing the Peace, and Intoxicated Public Disturbance.

On July 2nd, 2020 officers of the Cumberland Police Department served an arrest warrant on Tremayne Antwan Crawford. The Arrest Warrant was issued by the District Court on June 22nd, 2020, as well as an Arrest Warrant through Prince Georges County for Escape. The Arrest Warrant stemmed from a complaint on June 21st, 2020 when officers responded to a Virginia Avenue address for an assault. Officers spoke with a victim who stated that they confronted Crawford about his infidelity, and he kicked them in the ribs, and fled the area. Tremayne was placed under arrest and taken before a District Court Commissioner where he was held without bond.
Arrest: Tremayne Antwan Crawford, age 32, Cumberland Maryland
Charges: Assault Second Degree, Escape.
