Beginning March 31st, the City will go live with a new payment processing

Coming Soon! Beginning March 31st, the City will go live with a new payment processing company called Invoice Cloud. Using Invoice Cloud as the payment processor will add additional payment options such as Venmo, PayPal, Apple pay and Google pay. Beginning March 31st, there are two payment policies that change.

First, for the safety and security of your information, employees will no longer take payment over the phone, however utility customers may use the new interactive voice response phone number to make payments. The number is 844-984-0459 and will be available to use beginning Friday, March 31st. All customers can continue to pay online, by mail or in person.

All online payments are made through www.ci.cumberland.md.us/131/Online-Payments. Choose the link for Utility Payments or Tax and Parking Tickets Payments.
• Utility payments will continue to be initiated through the MuniLink customer portal at https://cumberlandmd.authoritypay.com.
• Customers are encouraged to create a myCity of Cumberland MD Account at https://cumberlandmd.authoritypay.com to view, manage and pay account balances.
• One-time payments can also be made from the City of Cumberland website at www.ci.cumberland.md.us/131/Online-Payments without creating a myCity account.
• Tax and all other online payments will continue to be made through the online payment link located at https://www.ci.cumberland.md.us/131/Online-Payments.
• Citizenserve payments will continue to be made through the Citizenserve application, by mail, or in person.

Second, due to the rising costs associated with credit card use since the pandemic, the City will no longer cover the credit card processing fee. Beginning March 31st, all customers electing to use a credit card will incur a 2.5% additional fee or $1.00 per transaction, whichever is greater, to cover the costs of credit card processing fees. The new payment processing software adds the fee as a separate line when choosing to pay by credit card. No additional fee is incurred by the customer if choosing to pay by one-time or recurring ACH withdrawal, online bank bill pay, check or cash.
