Hoping to avoid delays that have set other local projects sometimes years behind schedule- the Cumberland Economic Development Corporation has outlined a set benchmarks for the developer of the former Memorial Hospital site. Developers could construct up to 250 apartment units as part of a $36 million residential construction project planned for the South Cumberland location.
