On 09/16/2018 at approximately 8:20 PM the Cumberland City Police responded to a residence in the 200 block of South Central Avenue for a disturbance. Upon arrival officers learned that a physical altercation had occurred and minor injuries were observed. Officers arrested Alexa Mykal Constable for assault. Ms. Constable was taken before a District Court Commissioner for an initial hearing and released on her personal recognizance.

Adult Arrest
On 09/17/2018 an officer from the Cumberland City Police Department was patrolling the 600 block of Maryland Ave when he heard a disturbance in the area. The officer stopped and identified the residence where the disturbance was coming from. The officer contacted several subjects inside and learned that the resident wanted a subject to leave. The officer attempted to speak to the resident but was interrupted several times by Katelin Moorhead by her yelling and screaming. Ms. Moorehead was warned several times to lower her voice and stop obstructing the officer. Ms. Moorehead continued to yell and was subsequently arrested. Ms. Moorehead was taken before a District Court Commissioner for an initial hearing and released on her personal recognizance.

On 06/27/18 units from the Cumberland Police Department responded to the 600 block of Fairview Avenue for a domestic assault complaint.
Upon the units arrival they spoke with the victim of the assault. The victim told the officers she had been arguing with her husband about financial issues. The victim further advised the officers that the argument turned assaultive, resulting in her being thrown onto the floor and bitten by her husband.
Due to the officer’s investigation and their observation of injuries they placed Dennis Robert Delzell under arrest.
Delzell was transported to the police station for charges and processing. Delzell was transported to the District Court Commissioner’s office for his initial appearance.
As a result of the hearing, Delzell was released on his personal recognizance pending trial in District Court.

Warrant Service:
On 06/27/18 the Cumberland Police Department served a Bench Warrant on Taylor Michelle Kirkpatrick for failure to appear in District Court on 06/25/18.
As a result of her initial appearance, Kirkpatrick was released on personal recognizance pending trial in District Court.

Disorderly Conduct Arrest:
On 06/27/18 units from the Cumberland Police Department responded to the 900 block of Maryland Avenue for an assault complaint. During the course of the assault investigation, Rosemary Hazard-Rugal began yelling at subjects in the area. Hazard-Rugal was advised to stop yelling; however she refused and was placed under arrest.
After being processed at the station, Hazard-Rugal was released on a criminal citation.
