Cumberland Man Arrested On Child Abuse Charges

On 2/17/2019 the Cumberland City Police Department served an arrest warrant on Harold Franklin Pilcher Jr. The arrest warrant was a result of a child abuse investigation in the 1000 block of Michigan Avenue. Mr. Pilcher was taken before a District Court Commissioner and remanded to the Allegany County Detention Center without bond.

Arrested – Harold Franklin Pilcher Jr (56) Cumberland, MD

Charges – 2 counts of 2nd Degree Child Abuse: Custodian, 2 counts Conspiracy to Commit 2nd Degree Child Abuse: Custodian, 2 counts of Assault 1st Degree, and 2 counts of Assault 2nd Degree

On Monday July 25, 2016 an officer from the Cumberland City Police responded to the Western Maryland Regional Medical Center for a reported Child Abuse. 

The officer spoke with the on duty Forensic Nurse who advised him that an 8 Y/O juvenile came into the emergency department with suspicious injuries that appeared to be related to abusive/assaultive behavior.

Through the course of the officer’s investigation with assistance from Child Protective Services the following information was learned.

The child’s father, Matthew Scott Alburtis during the course of discipline became abusive and apparently caused injuries to the juvenile that needed  medical treatment. 

As a result of the investigation, Alburtis was served with an arrest warrant and was transported to the station for charges and processing.  He was taken before a District Court Commissioner for his initial appearance.  As a result of this hearing Alburtis was held at the Allegany County Detention Center on a $10,000.00 bond.

The juvenile’s injuries were not life threatening; however did require medical intervention.

Assault 1st degree

Assault 2nd degree

Child abuse 1st degree severe physical injury

Child abuse 2nd degree custodian
