Cumberland man held on assault charges

On Friday, May 8th, 2020 the Cumberland Police Department responded to Pennsylvania Avenue residence for the report of a male causing a disturbance.  When officers arrived, they observed the male identified as Eric Brewer who had just been arrested for violating the conditions of his release on an assault charge.  Brewer was advised by the court not to have anymore contact with the caller when he was arrested previously.  He was again arrested and charged with a second count of violating his pretrial release conditions.  Brewer was taken before the District Court Commissioner and was remanded to the Allegany County Detention Center held without bond.

CDS Arrest

 

On Friday, May 8th, 2020 the Cumberland Police Department served a criminal summons on Karina Sharay Emerson charging her with 5 counts of CDS possession not marihuana.  The charges were issued by District Court in reference to an incident that occurred on May 2nd, 2020 when Emerson was stopped in a vehicle for a traffic violation in the area of Virginia Avenue.  Upon the officers contacting Emerson, an odor of marihuana was detected a subsequent search of the vehicle took place.  During the search, officers located a quantity of marihuana and prescriptions narcotics.  Emerson signed and received copies of her charging documents and was released pending trial.

On December 6, 2019, officers from the Cumberland Police Department responded to a Spring Street residence for a report of an assault.  Officers arrived and learned that Aaron Devone Manning had arrived at the residence irate over an issue.  Manning forced his way into the house assaulting one subject who lived there before fleeing.  Officers checked the area for Manning, but could not locate him.  Once the victim and other witnesses were interviewed, officers cleared and applied for charges at District Court. 

On December 7, 2019, officers were called back the Spring Street for a report of an assault involving a handgun.  Officers arrived and contacted several subjects near the residence.  They stated that they had been walking back from the store when they were confronted by Manning.  During the confrontation, Manning made several threats and brandished a handgun.  The victims fled the area on foot and contacted police.  Officers again attempted to locate Manning but were unsuccessful in locating him.  Officers applied for charges at District Court on this incident. 

A joint investigation between the Combined County Criminal Investigations Unit (C3I), the Allegany County Sheriff’s Office and the Cumberland Police Department led to the discovery that Manning was inside of a Hillcrest Drive residence.  A search and seizure warrant was executed at the Hillcrest Drive residence on December 9, 2019, with the assistance from the Washington County Special Response Team, and the Cumberland Police Emergency Response Team (CERT). Manning was located inside the residence and was taken into custody without incident.  During the search of the residence, additional items were seized and additional charges are pending as a result of the search and seizure warrant.  Manning was transported to the Cumberland Police Department and was served with three arrest warrants.  He was transported to Central Booking, where he was seen by a District Court Commissioner.  Manning was remained to the Allegany County Detention Center without bail.
