DWI Arrest

On 2/23/14 the Cumberland Police Department responded to W/B Interstate 68 in the area of Beall Street for single vehicle accident.  When officers arrived, they observed a blue 2001 Chevrolet that had spun out and struck the median.  Officers then spoke with the driver who was identified as William Scott Edwards, age 35, of Cumberland.  Edwards told officers that he had been struck by another vehicle which caused the accident.  A witness of the accident reported to officers that there were no other vehicles involved and Edwards just lost control of his vehicle.  While speaking with Edwards, officers detected an odor of an alcoholic beverage coming from him.  Edwards told officers that he had consumed a quantity of Vodka prior to driving.  Officers asked Edwards to perform some standard field sobriety test and as a result of those test, Edwards was placed under arrest for driving under the influence of alcohol.  He was taken to the Cumberland City Police Station, cited and later released pending trial.

Charges:  Driving vehicle while under the influence of alcohol, driving while impaired by alcohol, and driving under the influence of alcohol per se.

On Saturday  Cumberland Police Department responded to the area of Maryland Avenue for a possible intoxicated driver operating a vehicle with a child as a passenger.  Officers located the vehicle matching the description provided by dispatchers in an alley near Maryland Avenue.  The officer contacted the driver, Joseph Matthew Quinn, and detected an odor of an alcoholic beverage coming from his breath and person.  Quinn agreed to perform field sobriety tests.  After field sobriety tests were conducted, Quinn was placed under arrest for DUI.    Quinn was placed into the back of a police cruiser to be transported to the Cumberland Police Department for processing and paperwork.  When he was placed in the back of the police vehicle, Quinn began striking his head on a rear side window.  Quinn was able to get his feet up and break out the rear side window.  Another transport vehicle was used to take Quinn to the police station, where he was charged with DUI, DWI, Driving Vehicle While Impaired by Alcohol While Transporting a Minor, Driving Without a License, Driving on Suspended Out of State License, Driving Vehicle Without Owner's Consent With Intent to Deprive Owner, Willful Motor Vehicle Damaging Without Owner's Consent, and Destruction of Property less than $500.  Quinn, 26, was taken before a District Court Commissioner where he was held on $5000 bond.
