Maryland Governor Larry Hogan last week signed a proclamation that officials say will help the state continue to respond to the COVID-19 pandemic. The proclamation signed last Monday, and posted on the governor's website, "declares that a State of Emergency and Catastrophic Health Emergency continues to exist in Maryland." While there was some initial confusion given the timing- the governor has emphasized that the measure does not renew the State of Emergency that was lifted on July 1- but it does keep conditions of the emergency in place through a 45 day grace period, ending August 15…
