A recent caller to the Dave Norman program complained that renters at the Winchester Road apartments owned by the Woda-Cooper Companies have been denied the right to fly the American flag, one resident even being threatened with eviction. The “Freedom to Display the American Flag Act of 2005”makes it illegal to restrict owners from flying a flag although a landlord can restrict the time, place, and manner of the flag display. WCBC reached out to the management of Woda and Stephanie Rinehart, Regional Manager, sent a copy of the company’s policy statement on the issue. The statement says that Woda flies the American flag at many of their properties and are proud to do so. Decorations such as wreaths or wall-hangings that incorporate American flags on unit doors are not restricted as long as they do not cover the unit number or view hole. Where residents have outdoor spaces, flags can be placed on self-standing holders within the resident’s individual space. Flags, banners, or signs of any type are not allowed to be affixed to facilities or cover any portion of windows.
