On January 29th, 2023 officers of the Cumberland Police Department were contacted by a victim who advised that Timothy Hart Winkler had held them against their will and assaulted them. The victim described the residence as being in the 200 block of Maryland Avenue since January 26th, 2023. The victim indicated that during the incident Winkler approached them, grabbed them by the arm, and threatened them. Winkler then took the victim to a residence in the 200 block of Maryland Avenue where he continued to assault and threaten the victim. Officers continued their investigation and located the residence as described by the victim. During their investigation they observed Winkler who began to flee from the residence. Officers gave commands to Winkler to stop, who disobeyed their orders. After a brief foot pursuit, officers were able to apprehend Winkler. It was also learned that he had a Criminal Summons, as well as a Parole Retake Warrant. Winkler was taken before a District Court Commissioner where he was held without bond.
Arrest: Timothy Hart Winkler, age 39, Cumberland Maryland.
Charges: Kidnapping, False Imprisonment, Assault First Degree, Assault Second Degree, Obstructing and Hindering, Resisting Arrest, Fail to Obey a Lawful Order, Disorderly Conduct, Burglary Fourth Degree, Theft Less Than $100.
