Maryland Senate Bill 1187 was introduced Friday morning as emergency legislation to expedite the rebuilding of the Key Bridge in Baltimore. It gives the Governor extended state-of-emergency powers to access to focused tools, with appropriate guardrails, to continue to address the infrastructure needs, without having all of the emergency powers for the long term.
