On November 6, 2011 a Cumberland Police Department officer observed a speeding violation on Interstate 68 west bound and stopped the vehicle near the Beall Street exit. The officer contacted the occupants and notified the driver of the violation. The driver, Brian Keith Swope Sr., was found to be operating the vehicle on a revoked driver’s license. During the course of the stop the officer observed behavior that indicated the probability that the occupants may be concealing contraband. The officer conducted a consent search and located 148 capsules containing suspected heroin and other CDS paraphernalia. The estimated street value of the suspected heroin is $10,000. The driver, Swope age 48 of Cumberland, and a passenger, Steven Dorman Whealton, age 34 of Keyser, were arrested at the scene and transported to Cumberland Police Department for processing. Swope was issued a traffic citation for driving on a revoked license. Both Swope and Whealton were charged with CDS possession charges and CDS possession with intent to distribute. Swope and Whealton were taken to Allegany County District Court for an initial appearance and both were held in the Allegany County Detention Center on $55,000 bond.

October 17, 2010 @ 5:19 PM CDS Arrest
While on patrol an officer observed a vehicle being operated with a suspended tag and a pick up order issued for the registration plate. The vehicle was stopped and the operator Ron Stephen Claggett Jr. was contacted. While talking with the officer Claggett advised that he had a marijuana cigarette in the vehicle on the floor. The officer then located the marijuana cigarette and placed Claggett under arrest. It was also determined that Claggett did not have insurance on the vehicle. Claggett was taken to the station where he was charged and processed.

Claggett was taken for a Bond Hearing and released on his personal recognizance.
October 17, 2011 @ 9:00 PM Theft Arrest
Officers responded to Martins Market for a report of a shoplifter. Upon their arrival they contacted the store manager who advised that they had observed a subject later identified as Eileen Seifert conceal 5 DVDs and attempt to leave the store without paying for them. He advised that she was stopped and brought to the office. Seifert admitted to stealing the items. The total value of the theft was $33.87. Seifert was issued a Criminal Citation at the scene and released.

Lee was taken for a Bond Hearing and released on her personal recognizance.
Jason Andrew Woods Age: 22 Park Glen Court, Reston, VA.
Charge: Bench Warrant FTA
Woods was taken for a Bond Hearing and released on his personal recognizance.
Frank Germaine MacDonald Age: 28 Race St., Cumberland
Was served with 4 Arrest Warrants
Charges: Robbery, Assault 2nd Degree, Theft less than $1000
2 for Failure to Appear
1 for Failure to Appear in Washington County Circuit Court
MacDonald was taken for a Bond Hearing and held in the ACDC on a total Bond of $14000 for the three local District Court Warrants. The Washington County Circuit Court Warrant was used as a detainer.
