House Republicans are drafting a bill – the Student Protection Act - in response to reports of a convicted juvenile sex offender attending high school in Baltimore City. The 15-year had pleaded guilty to second-degree rape in Harford County – the victim was three years old. Instead of incarceration, probation and counseling were recommended.
