On July 11th, 2022 officers of the Cumberland Police Department responded to the 700 block of Park Street for a reported theft complaint. Upon officers arrival they spoke with employees who advised Phillip Stephen Kaplon had attempted to conceal items on his person and leave the business without paying. Kaplon was issued a criminal citation for theft and was released pending his trial at District Court. Arrest: Phillip Stephen Kaplon, age 49, Cumberland Maryland.
Charge: Theft Less than $100. Assault Arrest On July 11th, 2022 officers of the Cumberland Police Department responded for the report of several subjects shooting Orbeez Guns from a vehicle at pedestrians and other vehicles. Officers were able to locate the vehicle and conducted a stop on the vehicle, identifying the juvenile occupants. The Orbeez Guns were seized, the juveniles were released to their parents, and await disposition from the Department of Juvenile Services. Charges: Three Counts of Assault, and Discharging an Air Gun in the City Limits.
