On 12/31/2016, at approximately 9:20 PM, the Cumberland Police responded to Jane Frazier Village for a reported assault. When Officers arrived the 18 year old victim advised them that he had just been in an altercation with two individuals known to him. According to the victim, one of the suspects produced a small handgun and pointed it at him, threatening him, before fleeing in a vehicle.
A search for the suspects and vehicles was conducted, but neither was found at that time.
As a result of the victim's identification of the suspects, arrest warrants were obtained for brothers, 29 year old Harley Donovan Brooks, Jr., and 26 year old Jordan Alexander Brooks, both of Cumberland.
Both were arrested on Monday, 01/02/2017, at a private residence on Browning Street in Cumberland, by the Cumberland Police, with assistance from the Cumberland Police CERT Team and members of the Allegany County Combined Criminal Investigation Unit (C3I).
Both were charged with 1st Degree Assault, Reckless Endangerment, and related firearms charges. Harley Brooks was taken before a District Court Commissioner for an initial appearance, and is currently being held at the Allegany County Detention Center without bond, pending his next court appearance.
Jordan Brooks is being held at the Allegany County Detention Center pending his initial appearance before a District Court Commissioner.
The investigation is continuing by the Cumberland Police and the C3I Unit.

On November 4, 2015 officers from the Cumberland City Police Department responded to the 100 block of Arch Street for a disturbance. Upon the officers arrival, they could hear a female yelling. Officers later observed the same female throw her purse on the ground and approach a second female. As the first female approached the second female they began to fight. Officers on the scene attempted to separate the two females when one officer was punched in the face. Officers were eventually able to take both suspects into custody at the scene. Both subjects identified as, Hannah Ruth Maistros and Colette Jahdyah Whittingham were transported from the scene and taken to the Cumberland City Police Department for processing. Maistros and Whittingham were later taken before the District Court Commissioner. Maistros and Whittingham were both released on their own personal recognizance.

Arrested: Colette Jahdyah Whittingham Age: 21 of Cumberland, Maryland
Charges: Assault on Police and 2nd Degree Assault.
