The deadline for candidates to file for the February Primary to fill the late U.S. Rep. Elijah Cummings' seat is just five days away. WBA: reports Friday morning one of the candidates, who had announced his bid right after the congressman's funeral last month, filed the paperwork and is officially on the ballot. Baltimore City Delegate and House Majority Whip Talmadge Branch is filing his paperwork with the Board of Elections in Annapolis
