Valentine Points to Programs as Root of Prison Issues

Following a meeting with members of the union representing correctional officers at the North Branch Correctional Institution in late August, Maryland’s Secretary of Public Safety and Corrections agreed to have a committee prepare recommendations for improving safety conditions at the facility. Secretary Gary Maynard selected members of his administration to work with management and AFSCME representatives for the committee- and a report is expected by the years end. Allegany County Commissioner Bill Valentine said that when it comes to dealing with inmates in state prisons- the problem stems from a lack of leadership. He pointed to a controversial program endorsed by Attorney General Doug Gansler to provide iPads to inmates, as well as the money invested in educating prisoners with life sentences – as a waste of time and resources. He said both measures send the wrong message.
