On February 11, 2020 at 11:51 a.m. the Cumberland Police responded to Canal Place for an assault in progress. When officers arrived they were unable to locate the problem. Officers were contacted by witnesses who advised that, Timothy Winkler, age 36 of Cumberland, had assaulted a female victim. They also advised that both parties had left the area on foot. Officers canvassed the area locating Winkler and the female victim in the area of George Street. Officers were able to confirm that Winkler assaulted the victim, and also observed evidence of the assault. Winkler was then placed under arrest and charged with second degree assault. Winkler was later provided his Initial Appearance in District Court and held without bond.
