    “Bonding authority” means giving the not very bright mayor and council permission to put the city even more millions into debt. This is how they claim to “balance the budget”; piss away every penny of revenue on a bumbling city administration while borrowing millions to pay for everything other than the next payday. Then, of course, there are millions in pension liabilities piling up for staff when they retire from doing so little like our highly-paid “Parking Enforcement” department for our parking enforcement-free town. Let’s borrow another $5 million to buy buildings to tear down and give the vacant lots away. Grim times know no end.
