CPD Has Busy Tuesday

On April 3, 2018 the Cumberland Police served an Arrest Warrant on Marcellius Orlando Hamilton.  The warrant charges Hamilton with 2nd Degree Assault, Malicious Destruction of Property +$1000, and Disturbing the Peace.  The warrant stems from an incident where Hamilton became involved in an argument with an adult female in the 300 block of Independence Street on March 18, 2018.  The argument turned physical and Hamilton struck the female in the face. During the incident Hamilton also damaged a television. Hamilton was taken before a District Court Commissioner where he was held without bond.  He was taken to the Allegany County Detention Center to await his next appearance in District Court. The female was not injured during the incident.

Charges:  Arrest Warrant for 2nd Degree Assault, Malicious Destruction of Property +$1000, and Disturbing the Peace

 

Obstructing/Warrant Arrest

On April 3, 2018 at approximately 11:49 AM the Cumberland Police were notified that a person identified as Jeremy Lee Thomas was in the area of Queen City Drive and he had an active arrest warrant through Baltimore City.  Police made contact with a subject believed to be Thomas who provided a different name than his own. Through further investigation police were able to confirm he was Thomas and he was placed under arrest and charged with Obstructing and Hindering and False Statement to Officer.  The warrant from Baltimore City charges Thomas with Failure to Register as a Sex Offender and Sex Offender Registration Fail to Notify. He was taken to the District Court Commissioner’s Office where he was held without bond. The warrant from Baltimore City was used as a detainer pending extradition proceedings.

Charges:  Obstructing and Hindering and False Statement to Officer.  Warrant charges with Failure to Register as a Sex Offender and Sex Offender Registration Fail to Notify

Assault Arrest

On April 3, 2018 at approximately 5:44 PM the Cumberland Police responded to the 100 block of Maple Street for a report of an assault in progress.  When police arrived they found an adult male victim lying in the street unconscious from an apparent assault. Witnesses provided a description of the suspect and pointed to his location up the street.  Police made contact with the subject, identified as Garrett Michael Ketterman, who immediately became aggressive towards the officer and began yelling at him. He refused to listen to the officer’s orders to stop his behavior and continued to threaten and yell at him.  Other officers arrived on the scene and as police attempted to place him under arrest he refused to comply and resisted arrest. Officers were able to gain control of him and place him into custody. As they were putting him in the police car he continued to struggle with them before being taken to the police station for processing.  Further investigation revealed that Ketterman and the male had been engaged in a conversation. During the conversation Ketterman became angry, exited his vehicle, and began assaulting the male. Several witnesses tried to intervene but Ketterman turned his hostility toward them and began yelling at them. Ketterman then began yelling and threatening other people in the area prior to police arriving on scene.  The Cumberland Fire Department responded to the scene to treat the victim, but the victim refused to be taken to the hospital for further treatment. Ketterman was charged with 2nd Degree Assault, Resisting Arrest, Disorderly Conduct, and Disturbing the Peace.  Ketterman was taken to the District Court Commissioner’s Office for a bond hearing where he was held without bond.  He was taken to the Allegany County Detention Center to await his next appearance in District Court.

Garrett Michael Ketterman:  28, Cumberland, MD

Charges:  2nd Degree Assault, Resisting Arrest, Disorderly Conduct, and Disturbing the Peace  

Disturbance Arrest

On April 4, 2018 at approximately 1:05 AM the Cumberland Police responded to the 900 block of Michigan Avenue in reference to a disturbance.  When police arrived they learned a female, later identified as Rose Mary Neva Irene Hazard-Rugal, had been beating on the door of a residence.  She was banging on the door and screaming at the subjects inside, threatening them. Not only did she wake up the people inside the residence, but also the neighbors.  The female fled the scene prior to police arrival, but witnesses were able to provide a direction of travel. Police located her a short distance away and placed her under arrest.  She was issued a criminal citation for Disturbing the Peace and released pending trial in District Court.

Warrant Arrest

On April 4, 2018 the Cumberland Police served two Allegany County District Court Bench Warrants, one for Failure to Appear and the other for Violation of Probation, on Joseph Allen Smith.  The failure to appear warrant charges Smith with failing to appear for court on March 15, 2018 on original charges of 2nd Degree Assault and Disorderly Conduct.  The violation of probation warrant charges him with violating probation on two original charges of 2nd Degree Assault.  Smith was taken to the District Court Commissioner’s Office where he was held on a temporary commitment pending his next appearance in District Court.
