Delegate Mike Mckay joined WCBC’s Paul Mullan Monday morning on WCBC’s “Dave Norman Show” in an attempt to clarify the recent controversy surrounding the future of the Opportunity Scholarship program

    Maybe Frostburg State or the state of Maryland should give some scholarships to local kids. Instead of criminals from Baltimore
