First amendment rights vs. the business needs of downtown Cumberland—that’s at issue with the current debate over the planters on the downtown mall. A letter to the editor in Thursday’s Cumberland Times-News questions the plan to place wrought iron fencing around the planters. Downtown mall manager Ed Mullaney told WCBC News that making the mall more attractive is a worthy goal.
Mullaney added that the behavior of some individuals can drive away customers.
