With the damage surveyed and being cleaned up, the focus is being shifted on what Ellicott City will do to try and prevent another historic flood. Howard County Executive Allan Kittleman told WBAL Radio all the money the federal government is providing them through FEMA is going to fund mitigation, however there are no guarantees if any of those efforts will provide much help during a similar flooding scenario…
