Future Of Footer Dye Works Could Become Clearer This Week

The future of the latest proposal for the Footer Dye Works building at Canal Place may begin to clear up this week, as its expected the capital budget of Governor Larry Hogan could be finalized. The Canal Place Authority is seeking $1.2 million from the state for critical infrastructure improvements needed at the aging structure. Without state funding, those improvements won’t be made and developer Michael Joy in all probability would walk away from the project. Joy has proposed developing the Footer building in a multi use commercial enterprise to be anchored by a microbrewery courtesy of Gary Brooks, the owner of Barley and Hops Grill & Microbrewery in Frederick. For his part, Brooks remains optimistic, based in part because he is long time friends with Maryland’s Budget Secretary David Brinkley. He says based on several conversations with Brinkley about the Footer project, he believes a capital commitment from the state is a real possibility…
