Hogan Introduces Bill To Repeal “Rain Tax”

Governor Larry Hogan, at a news conference Tuesday afternoon, formally introduced a bill to repeal the so called "rain tax." Under a law passed in 2012, the legislature allowed Baltimore City and the state's nine largest counties to collect a storm water management fee based on the amount of paved surfaces on their property, to pay for new sewer and other storm water treatment projects. The projects are needed in order to reduce water pollution flowing into the Chesapeake Bay, as required by a federal mandate.  As recently, as last week, in his State of the State Address, Hogan called the fee a burden on home and business owners…
