On January 20, 2017 at approximately 10:45 PM a deputy of the Allegany County Sheriff’s Office observed a Toyota Tacoma truck traveling the wrong direction on Harrison Street in Cumberland. The vehicle entered the interstate and began traveling west towards LaVale. During that time several other traffic violations were observed and the deputy attempted to initiate a traffic stop along Interstate 68 westbound. The vehicle refused to stop and continued traveling west on Interstate 68. The vehicle exited the interstate at Frostburg and returned back onto the interstate traveling eastbound. The pursuit continued into the LaVale area where members of the Maryland State Police assisted with a rolling roadblock, forcing the vehicle to stop on the interstate just past Vocke Road. Contact was made with the operator of the vehicle who was later identified as 46 year old Jeffrey Foti of Clarksburg, West Virginia. Mr. Foti refused to exit the vehicle and was eventually taken into custody after a brief struggle. Mr. Foti was transported to the Western Maryland Regional Medical Center to be examined and evaluated. Assistance was provided by the Maryland State Police and Cumberland City Police.
A search of the vehicle was conducted by the Allegany County Sheriff’s Office and several weapons were located to include two handguns, one which was loaded, a shotgun, a high power rifle, and an AR-15. Loaded magazines along with numerous boxes of ammunition were also located inside the vehicle. It was later discovered that one of the weapons was stolen out of Clarksburg West Virginia.
On February 1, 2017 Mr. Foti was served with an arrest warrant relating to the incident charging him with the following crimes.
Handgun in Vehicle (2 counts)
Handgun on Person (2 counts)
Reg Firearms: Stolen
Resisting Arrest
Mr. Foti was also charged with the following traffic violations in reference to the incident.
Attempt to Flee/Elude Police
Failure to Yield Right of Way
Unsafe Lane Change
Reckless Driving
Negligent Driving
Mr. Foti was taken before a District Court Commissioner and was ordered to be held at the Allegany County Detention Center without bail.
