Despite new policies and procedures adopted recently by the Allegany County Animal Shelter Management Foundation to improve animal control response- a longtime critic of the local operation still thinks there are serious problems. Kenny Wilmot, a Cumberland resident, who has been a strong critic of the animal control officers and the shelter for several years- once again, approached the Mayor and City Council to ask the city to get involved….
