Mayor Grim Gives What Is Viewed As “State Of The City Address”

In what could be viewed as a “state of the city” address, Cumberland Mayor Brian Grim suggested strongly that moving ahead with the controversial Rolling Mill project, and others like it, represents the most realistic approach to turning around city’s bleak fiscal picture.  The Maryland Avenue Redevelopment Project, which calls for the acquisition and demolition of 67 homes and a church in the city’s Rolling Mill area, is moving forward- although there are still about a dozen hold outs refusing to sell. Grim says unless the city expands its tax base, the only other alternatives are cutting vital services and/or raising taxes…
