Electronic monitoring devices, black anklets made of rubber and plastic, are not exactly coveted, but in Allegany County they are certainly in high demand. With overcrowded jails and crime, often times minor but jailable offenses on the rise- home detention and electronic monitoring devices are becoming a popular sentence in local courts. And the technology is improving. County Commissioner Bill Valentine recently attended a Geographic Information Systems Mapping Technology seminar, and says that monitoring those in the home detention program has become much easier.
