Pair Arrested After Alleged Theft & Drug Discovery

Officers responded to Martins market on Park St. for a report of a fraud/theft complaint.  Upon their arrival they contacted the complainant who advised that a subject came to the customer service center area and attempted to use what they thought was a fraudulent check.  The employee stated that a subject attempted to transfer money via the Western Union service to themselves.  She stated that once the subject attempted to pay for the service with a check the employee observed the check to have been used and had white out on it.  The employee told the subject that the check would not be accepted.  At this time the subject threw away the Western Union Paper and left the store.  The employee picked the filled form out of the trash and called the police.  Upon officers arrival the subject couldn’t be located.   At this time it was discovered that the female was identified as Tabbatha Marie Rayner.  Sometime later the suspect reentered the store and used the fraudulent check at the self checkout area for $113.38.  She then attempted to immediately return the items that she purchased with the check.  The clerk advised her that she could not return the items and the subject then left the store again.  A short time later a male subject entered the store and attempted to return the items that the female subject had purchased.  Officers arrived on scene and located Rayner outside the store at which time she was placed under arrest.  A search incident to arrest was completed and needles along with other heroin drug paraphernalia were located inside of Rayner’s purse.  The male subject inside the store was identified as Donald Rutter.  MSP responded to the scene and arrested him on a Warrant that they had obtained on him for these types of incidents that he was doing at different area businesses in the county.  Rayner was also served with an MSP Warrant for the same offenses out in the county.

Charges: Theft less than $1000, Theft less than $100, Possession of CDS paraphernalia, Possession of hypodermic needles, 2cts Counterfeit checks

Rayner was taken for a Bond Hearing and held in the ACDC on a total of $10000 Bond.
