Three Booked After Thomas Street Incident

At approximately 1:28am Saturday, officers from the Cumberland Police Department responded to the parking lot of a Thomas Street business for a report of assault involving a knife.

Officers arrived and located several subjects still involved in an active assault. While officers were attempting to detain the individuals involved one subject later identified as Marcus Tyler Rowley failed to comply with officers orders. Rowley attempted to conceal an item under a vehicle which was later found to contain a quantity of suspected cocaine. Also during a search of Rowley’s person incident to arrest officers located a quantity of suspected crystal methamphetamine.

The other subjects who were actively assaulting each other were also detained. Officers reviewed video of the incident as well as interviewed witnesses. At the conclusion of the investigation officers recovered the knife used in the incident. Officers placed Terrence Matthew Dougherty and Joshua Matthew Smith under arrest. All three subjects were transported to Police Headquarters for processing. One of the suspects had injuries as a result of the assault but did not require medical treatment.

The subjects were later transported to the District Court Commissioner’s Office for their initial hearings. Rowley was held on a $5,000.00 bond; both Dougherty and Smith were held without bond.

Charges: Possession of CDS not marijuana (2 counts), Possession of CDS with intent to distribute, Obstructing & Hindering, and Disorderly Conduct

 

Terrence Matthew Dougherty, age 33 of Cumberland, MD

Charges: Assault 2nd Degree, Affray and Disorderly Conduct

 

Joshua Matthew Smith, age 38 of Cincinnati, OH

Charges: Assault 1st and 2nd, Reckless Endangerment, Deadly Weapon with Intent to Injure, Dangerous Weapon Concealed, and Disorderly
