On February 23, 2013 at approximately 2:00 PM a Cumberland Police Department officer observed a vehicle traveling west on Interstate 68 with an equipment violation. The officer stopped the vehicle at exit 42 and contacted the driver, James Andrew Vance age 22 of Fairfax, Virginia. The officer advised Vance of the violation was able to smell the strong odor of marijuana coming from inside of the vehicle. A search of the vehicle then resulted in the seizure of approximately 22 grams of suspected Marijuana. Vance was arrested and charged with the CDS violations and transported to Cumberland Police Department for processing. He was then taken to Allegany County District Court for an initial appearance and released on personal recognizance.
