Two Arrested on Drugs, Firearms Charges After Traffic Stop

On November 13th, 2019 an officer of the Cumberland Police Department conducted a traffic stop on a speeding vehicle on Interstate 68 East Bound. The officer spoke with the operator who identified himself as Rodney James Ross, and a passenger identified as Alexis Kiera Winston. Prior to the conclusion of the traffic stop Ross began to flee in his vehicle on Interstate 68. Ross then exited the interstate at Willowbrook Road where he began to flee on foot. After a foot pursuit Ross was apprehended and a search of his person resulted in officers locating a large amount of currency as well as a large amount of suspected crack cocaine, a controlled dangerous substance of schedule II, and a large amount of pills.

Other officers had Winston detained at the vehicle after she took control of the vehicle when Ross fled. After a search of the vehicle a large amount of suspected marijuana, a controlled dangerous substance of schedule I, as well as numerous other paraphernalia items were located. Both Ross and Winston were placed under arrest.

Officers then conducted a search of the area in which Ross had fled from the vehicle for any further contraband. Officers were able to locate a loaded handgun in the same area.

After Ross was finger printed at the Allegany County Detention Center it was learned that he had provided officers with a false name in an attempt to avoid prosecution. Officers were then able to identify him as Thomas Arthur Norris via the return of his fingerprints.

Both Winston and Norris were remanded to the Allegany County Detention Center where they were held without bond.

 

Thomas Arthur Norris, age 30, Philadelphia PA.

Charges: Possession of marijuana 10 grams or more, three counts of possession of a controlled dangerous substance not marijuana, four counts of possession with intent to distribute a controlled dangerous substance, handgun on person, handgun in vehicle, possession of a firearm in relation to a drug trafficking crime , obstructing and hindering, resisting arrest.

 

Alexis Kiera Winston, age 22, Martinsburg WV.

Charges: Four counts of possession with intent to distribute a controlled dangerous substance, three counts of possession of a controlled dangerous substance not marijuana, possession of marijuana greater than 10 grams.
