Council Divided over Passing Downtown’s Event Permit Policy

August 20th, 2025 by WCBC Radio

A rare crack in the Cumberland Mayor and City Council’s usual unity occurred during last night’s public meeting over ordinance 4019.  The proposed revision to the downtown’s event permit policy was tabled two weeks ago for further consideration as to whether or not the update would hinder freedom of speech.  Last night, Councilman Eugene Frazier motioned to set aside 4019 again…

“I want to see it looked at, and I want to see certain things clarified, and that’s something that needs to be done.  Even though it’s something that was written years ago, I think it needs to be looked at because what’s in there I don’t like.”

Frazier’s motion died and 4019 was passed three-to-one since Mayor Ray Morriss and councilmen Furstenberg and Lepley said the updated policy does not hinder freedom of speech.  Councilman Rock Cioni was not present.  Frazier followed 4019’s passing with remarks about the upcoming election and the three council seats opening up…

“Keep that in mind, and get out there and get people on your side because I disagree with this 100%.  And I will be campaigning against you.”
