Antonio Matquis Penn, 32 of Cumberland, was arrested as a Fugitive From Justice due to a arrest warrant from the Polk County Sheriff's Office in Florida for Felony Theft and Fraud Scheme. He is being held without bond at the Allegany County Detention Center pending extradition to Florida.
